Should Twitter and Facebook Be Treated as Utilities? No.

While one can understand and sympathize with why Scott Adams asks this question and appreciate the uniqueness of the solution, the problem with this is that it enshrines these things as public entities and relieves competition.  Even now, alternative applications to Twitter and Facebook are under development, and with most social platforms, times can change and people can and do leave them– though I will definitely grant that adoption rates for new sites can be slow when there isn’t much of a value ad.

I believe it would be far more powerful for bigger names to leave these two platforms for a new platform and encourage their followers to move to keep up than it would be to allow these platforms to achieve some kind of protected, too-big-to-fail status.
